The 'best', in my opinion, would be something by Hiroki Mafuyu, though my understanding is that he doesn't do a lot of comics. His site has some, though, and the art is kickass. :3

Well drown manga? Well, I really like drawing of Hellsing, xxxHolic. The Cutie Honey has terrible drawing, but I like that style

Berserk the art is just so perfect and shocking

Kozure Ookami i love the art ...this is the best drawn piece of comic ever produced[do not get scared off by looking at the horible volume-covers made by frank miller]

My favorite drawings are from Matsumoto Jiro, i love the level of detail he puts in it with all the dirty grimy backgrounds filled with misc. things, it's alot better then most other artists who put in the bare minimum for details.

I don't think any manga art has impressed me more then Magical JxR and Crimson Spell. Each page is packed with beautiful details and the skills are quite advanced.

Personally, I like 1/2 Prince's art- mainly because it is really pretty but I also like Skip Beat's eyes- the eyes are so goddamn awesome! And I think Kuroshitsu's detail (as in clothes and stuff) are considerably good. I also love Noblesse- art seems pretty sophisticated but that might just be because it is in full colour.
And there is 'Petshop of Horror'- the art is pretty exotic, it is black and white but it looks really colourful.
