For me the best romances are in the manga that aren't strictly about romance. But if I have to stick to romance manga, then maybe:

1)Love Roma
2)Densha Otoko
3)Tasogare Otome x Amnesia

Then there was Sakurasaku Shoukougun that was my favourite but sadly got axed.

I already enjoyed Love Roma very much. The artwork is ok but the interaction was very hilarious. Sakurasaku Shoukougun was short for me but it is really good.
