ID - so far it has a definite couple, and they're really cute >< It's a fun action packed manga - no fan service~

Some shounen ecchi isn't that bad. Give some of them a try. I liked Gacha Gacha, Mysterious Girlfriend X, and Girls Saurus DX, and they have some romance. I see you've read Chobits so you must not mind the lighter ecchi if it has a good storyline. Bitter Virgin is a good suggestion, too. Non-ecchi with romance would be Angel Densetsu and Detective Conan. I think Moyashimon and Kurosagi are awesome, but there's no romance.
