I'm thinking of The Kidnapping of Minja Jo's Boyfriend. There isn't much action, but I think that manga fits what you're looking for. :]

I guess operation liberate men might qualify, the main girl character can certainly fight.
Click gender bender-but again can certainly beat up guys when the occasion calls for it.
Dokebi Bride- I guess, by definition, the main girl character can fight because of the sword she swings around.

Quote from CatzCradle

Basically anything by HWANG Mi Ri
Also second The Kidnapping of Minja Jo's Boyfriend.

definitely agree w/ these.

and also Red Lion and Saver as mentioned above.

i'd like to add:
Anatolia Story and
FIVE

all of these are great manga/manhwas!! ^__^

It can be any works of Hwang Mi Ri's but usually, female character would be weak after few volumes like it always does. That's why I stopped reading her works since it became typical plots of her owns, not that exciting anymore. 😔

Let's see... what about Tokyo Crazy Paradise? Oh, you definitely MUST read Red River!!! If you haven't, then yours insane for not reading. 😲

Its already been said but I will say it anyway; Vanilla Ice. Its a good manhwa, very well drawn and interesting story. I recommend it.

Actually, in general, alot of Manhwa that were released over in the US have a strong female character who likes to pick fights. The two I think of off the top of my head are Legend (I love Kara's art!) and Kill me, Kiss me. The latter is a bit strange all and all, but it was still a fun read. I haven't read much of the former yet, but I've enjoyed it so far...XD

For manga, things like Real Bout High School kinda fit that. In The Third the main girl kicks some butt ^^ Neither of those are really shoujo or romance though. The two manwha I mentioned are a bit more like that.
