By "magical beasts," I mean magically or even scientifically enhanced animals, with human-like intelligence and the power of speech. As they are actually animals, their true form must be NON-HUMANOID, although of course they might be able to take on human form intermittently.

The protagonist must either be a magical beast in love with a human, or a human in love with a magical beast. NO romances between magical beasts or only between humans, please!

There must be romance, but it need not be the main point and it need not be obvious; even subtle hints at a romance are okay.

Genres I'm looking in: shoujo, josei, BL and GL. No shounen or seinen, please. (And obviously no hentai!)

Examples of what I'm looking for: The Twelve Kingdoms (unicorns and talking mice w/ mostly subtextual romance), Kamisama Hajimemashita (divine fox), Dragon in the Sky*Cherry on the Ground (dragon), Lizard Prince (um, lizard? lol), Wild Wind (mythical dog-like... thing), Wild Rose (again, giant dog), [m]Wild Fang[/m] (giant dog), Three Wolves Mountain (magical wolf), Howling in Darkness, Thorns to the Chest (giant dog), Taste of Poison (water dragon), Animal X (dragon), etc.

More like these, please. Thanks in advance!

you could try Inumimi or Beast Master, heres a description for both

Inumimi - After spending half a year abroad, Kinosaki Yuichiro is in for a shocking homecoming when he discovers that his inventor/scientist father has given his 3 dogs the appearance and abilities of girls. Now he is in for a ton of grief as he tries to cope with these changes.

Beast Master - Yuiko Kubozuka is a high school girl who loves animals. Unfortunately, animals hate her and flee from her whenever possible. So when a new classmate, Leo Aoi, turns out to be a scary guy who resembles a wild animal more than anything human, she is intrigued. Not only because Leo has an affinity with animals which she envies, but also because he isn't the wild animal that he seems to be. He seems to hide a very sweet disposition behind his scary features.

Or so she thought. The truth is revealed when they are attacked and Leo immediately behaves like a wild animal and gets violent like a blood-thirsty animal, just to save Yuiko.

Will Yuiko be able to tame this wildest of all animals or will he be just like the others and flee from her? Or the better question, will she flee from him? ( not exactly scientifically or magically altered, just mentally )

Pet Shop of Horrors; Happens to a lot of people in this. But here the animals don't really have a human form, the people just think they do..

Fruits Basket

Fruits Basket follows the life of high-school student Tohru Honda, who was recently orphaned when her mother, Kyoko Honda, died in a car accident. After that, Tohru lived with her grandfather, but when his house needs remodeling, Tohru resorts to living in a tent in a forest and holds down a job to support herself. Despite suffering many hardships, Tohru remains optimistic.

One day, Tohru comes upon a house in the forest that is the home of her classmate Yuki Sohma and his cousin Shigure Sohma. When the Sohmas discover that Tohru is living in a tent, they are quite surprised by her inner strength. The entire area is Sohma property, and Tohru asks to be allowed to stay in her tent, but then collapses because of a fever brought on by working too hard. A landslide buries her tent, including her mother's picture and school clothes, and she moves into Shigure's house for the night. Desperate for a break from the filth of the house and takeaway meals, the Sohmas ask Tohru to become a permanent guest in the house, if she cooks and cleans. She accepts, and is being shown her room by Yuki when Kyo Sohma bursts in (through the roof) to challenge Yuki. Tohru, not knowing Yuki's strength, tries to stop Kyo by grabbing him, and as a result he transforms into a cat. She is then hit on the head with a plank of wood, and collapses into Shigure and Yuki, turning them into a dog and rat respectively.

Tohru discovers the Sohma family's secret, and the reason why Yuki is so private and secretive at school: thirteen members of the family are possessed by the 12 animal spirits of the Chinese Zodiac plus the spirit of the cat who was, according to legend, left out of the Zodiac. They transform into animals when hugged by the opposite sex or when put under a great deal of emotional or physical stress (such as being sick). When she promises to keep their secret, the Sohmas allow Tohru to keep her memories rather than hypnotically erasing them, a fate that had previously befallen anyone not "Inside" the Sohma family who had discovered the secret.

The story follows the lives of Tohru and the Sohma family as they deal with each other and a society where neither quite fits in, as well as the feared Akito Sohma, head of the Sohma family. Soon, after living with the Sohma family she began to like, then love, all of the Sohmas, and sets out to break the zodiac curse.

Man, someone beat me to Her Majesty's Dog. Let's see what else I can scrounge up:

Aragami Hime -- it's a bit like Her Majesty's Dog, since she has the demons contracted to her or something.
Princess Tutu -- can't speak for the manga, but the anime was great (though it takes a while to get through the 'monster of the week' phase)! The main character is actually a duck, not a person.
Divine Melody -- she's a fox spirit thing and there's lots of love going around XD
Wolf's Castle -- no romance as of yet, but the wolves are actual wolves that transform into humans.
Wolf's Rain -- of course that reminded meof Wolf's Rain where actual wolves also transform into humans... although Kiba loves some weird flower-girl. Dunno if she counts as human XD
Youko x Boku SS -- though I'm not sure if anyone is really human here
Spirited Away -- lol, I hope you've already heard of this
Dragon Who -- although it's shounen, the plot looks like it's going to be very romance-centric (though it technically might not fit since the girl is probably half-dragon or something)

EDIT: Oh, and I second Demon Sacred. I kinda wish they'd expended on the characters in the first chapter more, though. I liked that girl and the unicorn and wanted to see more of their relationship :/

Possibly Kindan no Koi de Ikou and the other manga in the same series (by the author of Barairo My Honey, which was also recommended here, although Kindan no Koi de Ikou contains more mature content). The romance is between a woman and a wolf who can transform into a human at will, at certain times at least.

Dunno if it qualifies, but this one is with a human guy and a humanoid kitsune. Kitsune no Yomeiri
