Strange request, but I'm looking for characters (preferably protagonist) with pigtails. Any genre is okay, I do want a bit of romance if at all possible though.

Doesn't mean I only want shoujo, those were the only ones I could remember. ^__^

Raimei in Nabari no Ou immediately came to mind. It's not romance or shoujo though and she's not the main character. But she had pigtails.

XD I thought about Nabari no Ou, too. Raimei wears pigtails pretty much all the time (except for once, when she had crazy bed-head and donned a giant hat to cover it.)

As Sorayakin mentioned, she's not the main character, though she is one of the protagonists. Though some fans choose to pair her with one of the other protagonists, and the author gives adequate hints to allow it, there is little romance in this series. Genre-wise, it's more like action/drama/fantasy.
