I can't really explain what it is about these but I get the same sort of feeling from them.....

I don't know, they all have fairly strong heroines, the male lead in all of them is older, the romance isn't predominate but it's still sort of there in the background implied, the guys (at least in two) fell for the girl first and are hiding it/not acting on it

... beyond all that there's, I don't know, just a good feeling I get from these that I can't seem to find a word for. Suggestions?

I really like those ones too, so I'll just suggest some of the other ones I liked in that feild:
Oresama Teacher <Similar feel to Shiawase Kissa Sanchoume, but not much is out yet.
Karakuri Odette <very funny, and the main character is a good one.
Akagami no Shirayukihime <it's more cute in terms of the story, but it is still very good to read and the main charcter is cool.
Akuma to Love Song <more drama based, but the female character is strong and their are two guys involved.

Glass Mask is similar to Skip Beat! in many, many ways, not just the fact they involve acting.

Nodame Cantabile: she's a weirdo but her boyfriend doesn't admit that he likes her a lot. You can say that she's strong in an emotional way. (might not really be what you're looking for, but at least you'll get a good laugh.)
Some of SEINO Shizuru's work involves a strong girl, but the only one that comes to mind about having implied romance is Heaven!!
Yamatonadeshiko Shichihenge : A scary, strong yet beautiful(sometimes) girl plus four handsome guys(although only one is really available), you can pretty much guess that there's some implied romance.
Special A: The girl is super strong a bit clueless on the romantic side, but the main male character is head over heals for her but is a bit sadistic towards her.

I hope the manga I listed are to your liking, and that they fit your criteria. I thought that they sorta did. But if not you can just read most of MOTOMI Kyousuke, will fit your criteria. =3
