I need manga with great characters and character development. What are your recommendations for this? I know there are lots but what is/are the best for you?

Completely obvious choice but Neon Genesis Evangelion, I recommend it every time for great complex well-rounded characters. It's one of the best that I've seen personally.

For me, the best character development was in:

Golden Days
Sakamichi no Apollon
Ran to Haiiro no Sekai
Cat Street

I know you've read some of them, but I went ahead and listed them anyway (because I can't list some without mentioning the others that were just as good).

And if novels are okay to mention, Juuni Kokuki has a very dynamic main character.

definitely Song of the Long March, hands down the best character development in any story i have ever read, plus the characters are amazing, the story is complex, and the art is gorgeous!

if your ok with a novel, my second choice would definitely be
Rakuin no Monshou (Novel), Orba is one of my favorite main characters ever 🙂

There were a few I was going to recommend that were already in your lists, like Kingyo Sou and Watashitachi no Shiawase na Jikan. Both are favorites of mine because of the great characters and their development as well 🙂
