well as I'm not a big fan on cutesy manga (more of a drama girl) I'd say probably koukou debut and beast master and out of the one shots probably the anthology say I'm cute and Ohisama no hana.

If you want something strictly shoujo, probably Aishiteruze Baby.... but it still doesn't come close to Yotsuba's level of crazy cuteness.

My defination of cute isnt fluff but actually something that makes me squeal with laughter at the utter ridiculousness of the character... so Jun'ai Tokkou taichou is my pick..

I think Penguin Revolution is a really really cute manga!! and so is Boku NO Hatsukoi wo Kime ni Sasagu--- i suggest people to read it because .... because.... you just have to!! or at least look at the summary and see if its your type of manga!
