I can think of the perfect manga with that description, Dengeki Daisy, though it leans more towards school life/romance than action.

I feel the same exact way for Hot Gimmick. I was so addicted I kept going to the bookstore to buy the next volume (I didn't want to spend a large sum of money at once, but I did anyways
). The thing is though their relationship was so twisted; I was rooting for the brother ...
