GITS 2 is a great manga buried underneath so much obscurantist fluff and nonsense technobabble that its quite hard to figure out on a first read. There is too much exposition about things that don't matter, and not enough exposition about stuff that actually does matter.
Chances are your eyes will glaze over at what is happening on the page due to the density of information, and the janky early 3-D CGI and glossy colored art hardly make it any easier to read.
However, despite all of those issues, its definitely worth the effort to crack.
The techno-religious mixture of the events happening. And the concepts of the next step in human evolution and merger with technology. Are together, fantastic. Some of the best Ghost in the Shell content out there is nested underneath the seemingly impenetrable shell.
Speedreading for the gist of things is impossible, but when you put in the effort to get what its saying, the payoff is pretty great.

If you found the first manga confusing, then this one will make your head spin. Most of it consists of hacking which is chock full of technobabble, and it also adds some esoteric elements to the mix. I had to read most pages multiple times just to figure out what's going on, and I'm still nonplussed by the ending.
It's so abstract that it's no wonder it never got an anime adaptation, although I recognized some plot elements from it in the Stand Alone Complex series. If you are a die hard fan give it a read, if nothing else for the beautiful art, otherwise stick to the original Ghost in the Shell manga and 1.5.

Spoiler (mouse over to view)
The premise is that after Motoko merged with the Puppet Master they created multiple versions of themselves. This manga focuses on Motoko Aramaki aka Motoko 11, with other "iterations" making appearances towards the end.
