This manga does not start out by giving you a lengthy infodump about the setting. Nor does it state the history and goals of the two protagonists (the female thief and the male detective, both in high school) except through brief references to their pasts and some basic premises of the setting. They're both good characters, competent and strong-willed. Their conversation in chapter 1 illustrates what I mean by that. I would compare this story to D.N.Angel--there are action scenes and fanservice, but the real draw is the complex intertwining of characters. Over the course of subsequent chapters, you slowly get to see more scenes that indicate what the goals of the protagonists are.
