I've read some really good shoujo manga, and some really bad ones.
Same for manhwa - I've read good ones and bad ones.
I think most people will say manga though, because mangas are just generally more well-known and are available in more variety (larger comic-industry and market). Personally, I do prefer mangas, but I've read a lot of really good Korean shoujos as well.
If you want to read legit Korean shoujo, just avoid Hwang Mi Ri and those school-life gang romance stories. Try some Korean webtoons. I've read quite a few, and there's some really really good stuff out there.

Manga, since there is more variety. But... just because it was published in Korea (or in some cases, China) doesn't make one better or not...
I just know there are more Japanese shojo series (with multiple themes and genres) than most Korean or Chinese stuff.

I think the jjang scenes are just Hwang Mi Ri and Han Yu Rang's crazy fetish or something.
Romance-shoujo wise, I'd have to agree with manhwa... I mean c'mon, look at Korea with their Korean Drama's. o_o"
Not saying the Japanese one's are bad, I've read some that were really interesting and cute and some I just.. want to murder with a sharp, heavy axe... example: Hot Gimmick.

Of course manga. There's just something about manhwa art that is largely unappealing to me.

Well, the thing with manhwa is that it has people like hwang mi ra doing it.

In the art issue, I'll go for manga (there's more variety and diffusion)
For the plots, I'll go for manhwa (is not that they're more serious, but they keeping more on topic, and there aren't a lot of annoying females)

For general shoujo, I've seen a lot of stupid shoujo heroines in manga. And when I say stupid, I mean, weak, lovestruck, dumb, stupid. Y'know what I mean In manhwa, the lead is the opposite. She is strong, loudmouthed and beautiful (most of the time). The art may be better when it comes to manga but for the typical shoujo, I'd say manhwa. The plots have good twists, the characters are funny and there is no rape crap (like the other say) and I'm a big fan of Kdramas But...I've read more manga than I'll ever read manhwa. You have to look hard to find the good mangas with good plot, and manhwas that have beautiful art.
