It almost looks like an OC or just someone's made up character, to be honest, since there's different shots/drawings of a side view and back view. But hopefully you can find if it is in a manga...

It's quite possible it's from a manga or anime. In extra materials like artbooks or omake at the end of a manga, sometimes the creator includes character designs like that.
But I don't know where it's from. Looks kind of familiar, though.

I have no idea if this is right or not, but that actually looks like it is based off of an anime I've heard of called Blood The Last Vampire. I might be crazy, but it might be worth looking at...I've never actually seen the anime so I can't be sure. It doesn't look exactly like the main character but loosely based off of her...

No, I've seen that and I don't think that's it. Really it's not that uncommon to see female characters in school uniforms who look like they can kick ass. Staple in a lot of action manga.
