Doesn't the Mexican letter "j" (jota, pronounced ho-tah) sound like an "h" in English? It would essentially be "hahahahaha", which is the same as the first choice...

Haha is the standard laugh in english, and it sounds the same as Jaja, which is the standard laugh in spanish in general (not just Mexico).

Both of them only really exist in a text format. An actual laugh doesn't sound like "ha ha ha" or "ja ja ja" or whatever. So the spelling is as good a differentiation as anything.
