I highly doubt there is even a single manga in existence where someone uses the words harem and Omniverse in the same sentence, let alone having someone claim anything like that.

Omniverse itself is a seldom used world, due to to universe and multiverse generally being enough. Also, your request itself is a bit confusing as you are basically asking for two related, but different things. A) You ask for the biggest harem ever, which is most likely that of Negima (no, I have no idea if this is true. I haven't read all the harem manga in existence) B) Having someone proclaim the existence of the biggest harem in Omniverse (which may easily be a lie, as you ask for the claim and not the proof of such.)

Edit. It may come off differently in the proper context, but given the presentation you wrote, it seems more like the dude was a über-playboy who has slept around more than anyone else, ever. That is not the same as a harem.
