I know it seems like a common sense question, but with some manga its better to read the prequel after the sequel.

Yes, you have to read The Breaker first otherwise New Waves won't make much sense to you. The Breaker introduces all the major characters, creates some events which leads to New Waves..... So you should read The Breaker first.

Yes you should Read 'The Breaker' before you read 'The New Wave'.
The New Wave builds onwards on what happened in The Breaker, directly.
