Jung Lae Won. Picture

Isn't this the guy who shot the Nine Art Dragon girlfriend, Shino? Wasn't he working for the bad guys? Why the hell does he care now about the Murim? I thought the Murim Special Forces thing was just an undercover job. Doesn't he just wanted it destroyed like his boss did?

Umm I think that's like a different guy? His name is Jeong Rae-Won from the Murim Special Operations forces. You'll find him in the extra chapters at the end of the first two volumes, but i didn't see those chapters on that site. He kinda looks the same but is someone else.

Go read The Breaker New Waves chapter 86. That's where I'm taking all my info xD.
After reading from manga cow, I also read the scanlations from A-team because they tend to be clearer.

Basically, that guy is a government agent and a member of the murim special ops who prevents murim-ins from interfering with the regular world, and mediates interactions between the government and the martial arts alliance. He was on the BFD's (Black Forest Defense or the 'bad guys') side in Breaker Part 1 because that's what the government's higher officials wanted because they're 'commoners' who hate the murim (especially the alliance) and would do anything to strike them a blow. Jeong Rae-Won's own superior was particularly opposed to the cooperation with the BFD, however, he couldn't do anything about it because his position is lower, haha.

So Jeong Rae-Won was on the BFD's side in part 1 because he was following government orders.

However, as you can see, the government made a huge mistake since now BFD is targetting Seoul. He cares about the alliance because the alliance (although weakened) is still the main force keeping the murim-in in check to stop them from interfering with the regular world. His job is the same afterall (as a murim special ops agent--see Breaker NW v1 extra chapter).

I thought the one who shot her was one of the gang members whose boss was killed by Go-Moon Ryuung when the building fell down. But it could be/probably is. I didn't read all that far into NW before I dropped it, the prequel was pretty good but this series really was a let down.

Ah! Sorry I didn't make my answer clear. You are right. I think that guy was Hyun-tae. He's the one who shot Shi-ho 'first.' (He wasn't really aiming for her but she got in the way).

Jeong Rae-won is the one who 'sniped' Shi-ho later while Gomoonryong was distracted by the previous alliance chief. He shot her on Kaiser's orders. However, fortunately, he didn't realize that Alex and So-sul noticed it. I'm looking forward to how the truth is revealed in Breaker Part 2. c135 spoiler:

I think that's the only reason why Jeong Rae-won wasn't killed at the airport considering how Gomoonryong did say he'd kill him if they met again.

I reread c110 and (not much of a spoiler: ) Jeong Rae-won describes introduces himself to Shioon as being "From the Murim Special Ops, National Intelligence Service. I mostly arbitrate conflicts between the murim and the government."

It's been really exciting recently! For me anyway xD. I love thinking about what 'could' happen (even the possibilities that are far off in the future like the rivalry between Hyuk So-chun and Shioon. Possibility that they would join the Justice Gang. I wonder if Ji-Gun would also ask for Hyuk So-chun's autograph? LOL).

I agree that Part 1 seems better overall though. But I also think the slower pace of Part 2 helped establish Shioon's place in the murim. If I wrote the NW, I don't know how I would've gotten around doing it as the author's had done. Some things shocked me and made me think "what the heck?" Major spoiler for c110:

Ha-il's battle with the SUC captain was too drawn out! But Shioon got to deal the finishing blow! Hahahah.
but they did have a purpose in the end. So I really appreciate how well-written it is. I still enjoy reading it.

He can be part of the black forest defense, undercover in the regular government so when the black forest needs something done, then he can act appropriately.

No, we've had plenty of material with "hearing" his thoughts. There is nothing to indicate that he would actually be a member of BFD as such.

shinbei42 already explained his stance and position pretty well in his post.
