Hi, I do not have much information to give as it is something that i read maybe a decade ago? but i'll do what i can.

Basically, the series is about a young male and a talking robotic parrot in an old japan like setting, and the MC has the power of super-magnetism. He fights against people who are modified and are like Cyborgs. The first guy he fights against has an arm that shoots metal, and to beat it he uses magnetism to crush it. EDIT: The people are being oppressed and have to pay a lot in taxes. It is at a ceremony of some sort where the MC fights the first guy. I believe it may have also been a kind of execution area. The MC is smoking on a pipe talking to the parrot while upside down in the first few pages. Afterwards he meets a female working in a store, who gives him food.


Edit: I think this may have been a one shot, or something that was discontinued.
