It was showing that while Kurono may be a hero in the story, in reality he's still nothing more than a weak punk who can't do much of anything. He's been struggling with that the entire story, the Tae portion just went a little off base, so this is probably trying to set him down that path again.
Possible, if not probable that they will somehow see him again and have a different impression, but it's not really necessary.
I would argue that this chapter was a lot more meaningful to the story than 90% of the action chapters we get, so I don't really think that this is a sign he's trying to stretch it (maybe 15 or so chapters of the last arc were though).
Well, I'm glad for the character development and all, but when the pages of the chapter are shortened down, it makes it seem like there should've been more of it, instead of just ending it abruptly like that.. It was like the last chapter, Oku could've shortened the reunion, or not show him at school, and show a bit more about Kurono's life.
I think that shortening the chapters really hurts the storytelling now.
