I usually do, but I also read the description. If both are somewhat captivating, I'll read the manga a bit to see if I like it.

A good example of where I'm glad I didn't judge a manga by its cover is I"s. This is one of my absolute favorites, but the cover art I don't really like.

i ususally read the decription as well as looking at the cover...sometimes if i see a cover i think i like i will read the description because of the cover but i will never start reading a manga without reading the description

Doesn't the cover of a manga represent its art? I use that and the plot as a reference for reading it or not. If it isn't drawn well i wont read it. an example is Strongest Man Kurosawa. Although some people say this manga is funny and interesting... i HATE how it's drawn. looks disgusting to me.

I judge a manga by its summary. The cover art can be a persuading factor, but really what matters is the story, not what's on the outside.

when some manga come out in other countrys
the cover art is changed

take Lone Wolf and Cub as an example of this[i know the japanese release use the same covers for some reason]

the cover art is made by frank miller who should not be allowed to draw anything
blocky and ugly is the only way to describe his art

i really like [KOJIMA Goseki] art
but if all you see is frank millers covers
i know i would never have picked up lone wolf and cub


also
art is not that important to me
as long as i like the story i dont care if its drawn by a retarded 5month old monkey
one exception is Baki
i have problem with Baki
the art is so grotesque that i have problem reading it

i only judge it because of the drawings on the cover.
i read a little sometimes.
but i usually judge by drawings.
but lately i've been reading summaries
or the 1st volume. none

I feel guilty for admitting that I do judge manga by it's cover. The better the art, the more likely I would read it. =( I know I really shouldn't, as there could be brilliant manga with not-so-brilliant cover art but it's beautiful when you check it out. Also, the art could start of quite badly but after some time the mangaka really does improve their drawing and it looks wonderful. Sometimes the covers can be very misleading! I get quite annoyed and end up dropping it....

I also do read the description. If the art and description is blah, then I just click off to another page without a single doubt. If in doubt, I read the first chapter and see if it makes any impression on me.

I usually find a name/genre I like, then go to the manga's page. If I absoloutly despise the art on the cover, I can't touch it. So many manga have great ideas but horrible art, Prince of destruction comes to mind here, big time.

With both novels and manga, I will get attracted to covers that are aesthetically pleasing (much to my dismay, I hate it when I'm being shallow), usually, though, I will look at the synopsis/leaflet to see what it's about.
Unfortunately though, a lot of descriptions can be quite deceiving >.>...:
FALLEN (a novel, by Lauren Kate) is an example of a novel that has a description trying to make it sound better than it really is. It was surprising that I was able to get even three-fourths through it, much less one-fourth, but only to see if it got better or worse. It didn't (get better that is), so I've dropped it.
I don't have any current manga titles fitting this scenario in my head at the moment, but I'll update when I do. Ah, remembered one~~ :
Hana to Akuma, could be considered a manga example of this. I figured it'd be a very light-hearted series. The artwork was so-so, tolerable, would be a word to describe it. It wasn't bad at the beginning, but Hana became such a brat that I couldn't take it any more, and dropped it around 30~40's, I don't remember where, exactly. And the plot was pretty nonexistant.

Although, now, I'm more careful about the books/manga's I read, so I can usually avoid the junk that's mixed in with the gems...

i judge mangas SOOO many other ways than by its cover (except if it is absolutely hideous...i don't think that's happened before, though)

although the picture is what i see first, i look at the genre, then summary, then rating or comments (although, i have learned to not judge by what others think. still....i'm just curious about what they thought about it; their opinion usually don't affect me....unless i come across a spoiler with reveals an absolutely awful tradgedy/ending) smile wink grin

Of course, I would bother reading manga if I didn't judge the cover. Half of manga is about the art and the cover is a good indication of what to expect.
