I have two, but the live action changes.
My feel good animated movie is Howl's Moving Castle and live action is Resident Evil (there's just something about killing things that puts me in a good mood).

I would go with all SAW movies and HOSTEL 1+2 and zombie movies.
These movies put my mind at ease...

Monty Python and the Holy Grail

It just cracks me up no matter the mood I'm in and no matter how many times I've watched it.

Beauty and the Beast, the old Disney version. Romantic, sweet, happily-ever-after. What's not to feel good? ...well, unless my brothers are watching it with me and trying to tick me off by cheering for Gaston.

This will always be and forever my favorite.

I'd like to add Caddyshack as a runner up.
