I'm almost sure that Yume Musubi, Koi Musubi fits what you're looking for. But again, this is a tough topic. It's really hard to meet both criteria.

Also try the first 2 chapters of Akanai Tobira, though once again, the uke isn't really "pursuing" the seme. Difficult. Very difficult.

It's okay if it isn't "aggressive" pursuing, as long as there's an element of confessing/approaching first, AND the seme being initially uninterested (at least until the confession/approach).

Lol, I find it so weird that it's rare for ukes to at least confess/approach first... In the real world, it's not like the one who tops in bed ALWAYS has to be the one who confesses first! o___O;;;

One of the stories from Renai Soukanzu features a hilarious uke who is desperate to get his seme to "marry" him and tries every trick in the book... Including getting the seme's grandma on his side. (!)

Two of the ukes in Omoisugoshi mo Koi no Uchi are pretty pro-active... As are many of the ukes in La Vie en Rose by the same mangaka, albeit in a non-aggressive, secretive and/or stalkerish kind of way - like in one case the uke deliberately manipulates the seme into acting first, but the seme definitely wasn't interested until the uke started his manipulations (e.g. by deliberately having sex where the seme could see him). So more like seducing instead of outright confessing? Still counts as taking action first, though.

Mirai no Kioku... Heh. Talk about a slyly aggressive uke!

I think that Heart (SAKURANO Nayuna) had an uke who confessed first, too, but the seme turned out to be a sadistic bastard... I think. I'll have to re-read this to confirm that the uke made the first move!
