There are some that I find adorable like Sawako from Kimi ni Todoke or Mai from Ghost Hunt, but the only one I truly, genuinely love is Haruhi from Ouran High School Host Club.

Best shoujo heroine for me... emmm can I include josei? ' v ' //brickd

  • Nobara from My Life because of her strong emotion and independent self. (* ^ *)

  • Jinco from Jinco from Room 203 because of her calm personality and not calm-cool. She's a calm and caring. (U v U)

  • Machika from Immortal Rain well... she's strong (at least emotionally), boyish and feels like a breath of fresh air in Immortal Rain. (^ o ^)

  • Suzuna and Inaba from Unrequited Venus a free soul and childish like Suzu-chan and a kind, honest girl with high respect to the others like Inabacchi. ( > O < )

Usually I love every female which having that kind of personality.

Well I can't really consider a character one of the "best shoujo heroine" if she wasn't a favourite of mine at the same time, therefore this list is also my personal favourites list.
They all emulate a certain strength and a cute side.

  • Mogami Kyoko: Skip Beat!
    Can't break her emotionally so easily. Has values, standards, kindness and an evil side. Also pro-acting skills and passion.

  • Kurosaki Mafuyu: Ore-sama Teacher
    A former banchou and technically, secretly and unofficially probably still the banchou of her new school. Comedy gold. She does reel in a few boys who have a taste for that strength and manliness.

  • Kurata Sana: Kodomo no omocha
    Too long since I've actually touched the series, but she's bright and hilarious. Standing up to Akito was a pretty impressive thing back then. Also tremendous passion for her job.

  • Naedoko Kanoko: Koi Dano Ai Dano
    I'm sucker for those twisty, alternate female characters who don't care for blushing and doki doki moments. Took a while but she cares greatly for her friends.

  • Momozono Nanami: Kami-sama Hajimemashita
    Probably a more girly one on the list (I don't actually remember her character too well). Things don't get her down easily, and she'll keep trying until there's a way. Takes cares of the things precious to her. Also good response to falling in love, straightforward, pursing but not annoying or too pushy (in my opinion anyway).

  • Fujisaki Haruhi: Ouran Koukou Host Bu
    The dry, smart one. But shows a cute, shy side after realizing her feelings (which I found annoying though haha).

  • Kinomoto Sakura: Cardcaptor Sakura
    If you have to have a classic shoujo character, Sakura's for me. The whole klutzy, bright smiles, kind, cute and magical girl powers, ideal traits that makes up a shoujo heroine, she's got it all.

Nakaba from Reimei no Arcana. When she wants something done, she doesn't sit there and wait for Caesar or Loki to come save her. She goes and does something herself. She also really cares about people and again, when she wants to help them she'll do it herself, not wait for a guy to.

Usagi from Sailor Moon. (Btw, I only talk about the manga Usagi because she's way different in the original anime.) She's a crybaby at the beginning of the manga, yeah. And at the beginning, she gets saved by Tuxedo Mask a lot, yeah. But she develops into a strong girl, who accepts her role as Sailor Moon and as a leader. At the end of the manga she's a lot more mature and understands that being a "perfect" hero (i.e. saving all the people all the time and never failing) isn't possible, and just strives to be the best Sailor Senshi she can be.

Honorable mention to Tsubasa from Arisa. She does fall into the 'strong girl supposedly, but still has to be saved by a guy' cliche sometimes. However, she really is determined to find out who the King is and cares a lot about her sister Arisa. She isn't one of those "I will most definitely reach this goal...never mind, just look over there,it's a pretty boy!" type of heroines.

Other honorable mention to Lydia from The Earl and the Fairy. She again, has to be saved by Edgar sometimes, but is ultimately a good hearted young woman who is very passionate about being a fairy doctor, and puts that above everything else.

I love kyouko from skip beat (she is just badass with her little demons and the humor from the mangaka makes it even better) and Dia Canto from]Siesta ( I love calm, smart and patient characters with tragic pasts.Does anybody know a similar character 😕 ) Also I like Yona from Akatsuki no Yona and Mafuyu from Oresama Teacher because I admire strong, independet characters, who can fight.

I am not so sure if the word "hero" fits and it is my favorite Shoujo manga too but Kira from Mars has to be it. What i loved most about her was the unwilling to "forgive and forget".
She didn't have a heartfelt cry or turned her into a damsel when her rapist stepfather came on the her again and instead started to mercilessly bash his head with no regard for his life and then left on the spot to take her life into her own hands.
The narrative even reflected that character arc closing attitude and then turned Rei into the protagonist for the second half. The scene where she decided to go along skinny dipping with her friends later was interesting too and the entires series never read all that "Japanese" too.

Alice form Please Save My Earth is the runner up and both series have a lot in common.
