Thx, another one to the list..
Btw, Hotel is the best one shot I have read so far...it deserves a ten, even being a short story is far better than a lot of longer ones.. 😀 , almost made me cry...

I think Tokyo Crazy Paradise is verry funny ( same Author as Skip Beat!)

Or one of my fafourite mangas Totally Captivated , the storry is really good

Bump

I'm going to take smart as to mean something that makes you think.

Shiroi Kumo--It's a very touching couple of oneshots. One is sad (White Clouds)... and the other is kinda funny if I remember correctly. As for the sad one, I think it's alright (for you said you did not want to have one that would make you cry throughout the series) because it is so short. However, it might make you cry, but it is a very good and mature story that I don't think you should pass up.
The Ravages of Time--This one is interesting. It's about a boy that is dragged back in time and has to accomplish a task set to him by the sister of the body he possesses. It's a semi-violent manga, but I don't think it would be too much for your taste. Also, there is a psychological aspect to it as well, which you are looking for. So, I would think this is one that you should really look into.
Nicoichi--This one is like Usagi Drop.
A Child's Child--This one has possibilities. Now, I don't know how you will take it, but I will suggest this to you any way. This story is about a child that made a mistake, because she really did not know any better. Other than that, I know nothing else about it. This is because only two chapters have been scanlated so far, but I feel that there is going to be something to this story that will be nice to read... however, you might not like the art.
Black & White--This one I like, but I hope it will be "re"scanlated by some one. It's because what is out there is a scan of the Viz Media releases... which is a very sad thing to read (basically it was from the time when they either mirror imaged the pages or they cut the panels and rearranged them so that one would read them left to right... and I think they cut this one if I remember correctly... which is a very sad think to look at) but it was a great story. Also, I saw that someone had upload the Japanese Raws to mangahelpers... so it is possible that a better version will come out. Anyways... I liked the story enough to still suggest this one to you despite this flaw.
P.S. It reminds me a lot of Of Mice and Men, and I kept thinking off and on "no, don't shot Lennie"...
Ii Hito--If you want a mature story, here is the one that I would suggest to you the most. It's about office worker. It's kinda harem-esque, but he has no intention of being with someone other than his girlfriend that's back home... and it's not like he realizes what's going on, which causes the series to be a bit amusing from his density.
Chocolat (Seinen)--This one is takes a mature look at an immature girl and her relationships with her new family.
The Dress--This is just a smart little oneshot.
Beautiful People--This is a volume of oneshots. Some are better then others by what your requirements are, but all are very lovely drawn stories that are slightly tragic but at the same time have a bit of hope at the end.
Short Program--This one is very good and is by the same author as Cross Game, H2, and Touch. So, the art will be "old", but it still has very nice stories that you will really like.

A Serow's Deadly Fall
Afuganisu-Tan--It's kind of like Hetalia: Axis Powers in that all the characters represent a country. This is about the history of the middle east and in particular Afghanistan
Always Together--A cute onshot
At the Park--a mature oneshot that is sad, but I don't think it is sad enough to cry over... unless one has had a similar experience.
Brigit's Supper--This one is a dark oneshot... but it is very thought provoking and smart.
1/6000 Honesty--Same - the dark part
Island (KOMI Naoshi)--A very good oneshot, and he does some other very good oneshots like Apple and Personat.
Love-Letter (SAKAI Kunie)--This is a Shounen Ai story that is slightly tragic for one of the characters... not very but If you imagine that it happened to you... well, yeah but it's a story that's done very well and pulls you into it as if you were one of the characters.
Look Me in the Eyes When You Talk--It's a thought provoking story of a man that can not sympathize with humanity... to the point that he can not longer see them as having souls. (that's just my interpretation of the story as he can't look at people to the point that they no longer have eyes)
Uchi no Hide--This is a cute oneshot that's from the view point of the family pet.
Confession (KAWAGUCHI Kaiji)--Defenitly smart and thought provoking.
Endo Hiroki Tanpenshuu
Aruku Hito--This one has absolutely no dialogue, but it is a nice one to look at.
White Garden--A sad story... but it's very nicely done and I feel that you would really like it.
Sayonara Zetsubou Sensei--This is a Black/Dark Comedy.

I Don't want to write much more (to explain them that is) But I would suggest that you do a genre search and highlight Seinen and Slice of Life with the completely scanlated option to get more possible series to read, because they are the ones that will most likely be stories that are mature and smart without being to emotional or gory.

If you want a oneshot that will make you cry (or at least make you want to), read: Shiroi Kumo. It's a very simple story about coming to terms with a loved one who passed away from a dog's point of view.

Possibly the best 16 pages I have ever read.

Edit: have you tried any of Inio Asano's manga?
Solanin - slice of life about a woman in her 20's living with her boyfriend. It's realistic, funny, sweet, and like in all of how lives, there's drama, a little tragedy. A reflection on the lives we all live.

Oyasumi Punpun - it's a weird little comedy. Funny, distrubing, thought provoking, silly. A bizarre event of tales - but all the while smart and heart warming.

Saint Young Men - I thought I'd put it up there. This would fall under slice of life comedy. It takes place in modern day Japan. Main characters? Jesus and Buddha - each chapter has them doing modern day things. Can they survive the 21st century?

Speaking of the 21st century: 20th Century Boys (and every other story written by this man - Monster, Pluto, etc.) Pure genius.

On another note - it's really hard to find something that can compare to Kyuuso wa Cheese no Yumewomiru (one of my favourites as well).

I know you don't want "too much of a drama, angsty...or really tragic" stories but I kind of have to mention Let Dai. This is probably my favourite romance story of all time (this one is shonen ai). And it's exactly what your not looking for, but it's really fantastic. It's an emotional rollarcoaster that captivated me until the end. It would be a shame to not read it.

Back to the topic - something similar to Kyuuso wa Cheese would probably be stories by Miyamoto Kano. Much of her BL's a realistic and beautiful - if not sometimes painful.
My favourites would probably be the entire Not/Love universe and the Rules universe.

Adding to this, I highly recommend Parasyte, by the same mangaka.

Some others which I don't think were mentioned, but I started skimming after the first 2 posts, so I'm sure;

Nodame Cantabile The humor true, is rather stupid, but... I dunno, it fits. I would suggest it, even though the art and main character both take some getting used to.

Alive! Really rather dark, and the ending isn't the best, and I don't really remember it all that well since its been awhile, but it really made me think..

These are even more highly recommended then the two above, but I'm too lazy to type out any more descriptions.

then I would suggest practically anything by Yumeka Sumomo.
Seriously, absolutely anything. She's a fabulous author who has great art and great storytelling skills.

then there's Omae ga Sekai wo Kowashitai nara. It's a tad dramatic, but it's not shoujo angst is all I will say. Actually, anything by the author of this manga is also fab. I love her work. A mixture of the supernatural and some deep thinking is always great to me. The art may take some getting used to, I suppose.

The Demon Ororon is another one. It's a little more shoujo-esque, but like the above, also "mature and smart". (& on the plus side, there's some fun humor). Again, the art may be an issue.

:] The great thing about the ones I've mentioned is that the first two are easy to find and have been all scanlated by Storm In Heaven(I love them!). Demon Ororon might be harder to find, since it's licensed in english.

Oh, and I forgot. Mitsukazu Mihara's DOLL: IC in a Doll probably fits into this category as well.

LOL. There's so many, I can't list them all(unless you've read all these too).
