I think Funeral Procession of K has the best art I have ever seen in a Manga. Mostly because it is different from what you'll usually find, and is really just creepy.

Anything by Oh Great is typically amazing looking. I think he is one of the best manga artists of our time. Hiroki Samura is also amazing, with a wholly different style.

I know I have very peculiar tastes in manga art, but I'd say that my favorite, as far as art goes, would still be Tokyo Crazy Paradise. I know it's a weird pick (I even read more than one review of this manga where everything in it was deemed superb except the art, because the faces are too "triangular" and the bodies too lanky), but, in all honesty, I can't think of any girl that is more beautiful than Tsukasa with long hair when she's being sold as the Japanese replica of Bernini's The Birth of Venus.
Also, I think Yamato Nadeshiko Shichi Henge is drawn very beautifully (on the rare occasions when they're not in chibi form, obviously).
Onto some more classical style, I'd say anything by Saito Chiho and Yazawa Ai.

I just loved Matsushita Youko's older work with Yami No Matsuei (though the thing she released in 05 made me wanna cry a bit...>.>).
But, after her, someone like Tenemura Arina, or even some of CLAMP's older works when Mokono Apapa was their main artist (not Tsubaki Nekoi's stuff, lol, love it but I wouldn't consider it the best art).
