From Far Away most definitely. Innocent, sweet, slow, and the cutest thing ever.

I'd like to say Love So Life is also a very nice slow paced manga that is very cute.

Also, though not shoujo, I'd also say that Emma and Otomegatari (both by the same author) are also somewhat slow romances, and very good stories.

These three stories are still scanlating however, and they don't seem to be very active right now, but for slow romances that are completed, I'd say Mahoraba, hands down one of my favourite stories.

I totally agree with Love So Life; possibly one of the closest stories to Fruits Baskets in terms of the main characters being similar. The romance is realistically slow.

Pastel is really slow and sweet. 😀

Almighty x 10 is a cute and innocent shoujo manga though it hasn't been fully translated yet and it's quite short so it may seem like a fast romance for you
