Future Sci-Fi setting on a moon/planet that is not earth, do you know if the story involve space/multiple planets?
You said that you belive its an Avenger/Rebelion story

The Leaders are Bad/Corrupt
Just because you dont remember any giant robots doesnt mean there aren't any
You saw the trailer about a year ago, its fairly modern, probably not older then 2003 but you aint sure
You belive its licensed in America
And heres some parts that needs clearifying:
A):
You say that there are no women around and that the Main Character intends to take revenge on the leaders for punishing him, you say that the punishemnt could have been that his lover was killed.

B):
You say that the Main Character is in love with a girl but the love isn't accepted, so the male gets geneticallly modified into having powers of some sort by medical scientists against his will or when he's unconscious. you also say he becomes kinda robotic.
So which one of those is it?
Which ever one it is here is some question to clearfy some parts
To the A option:
-Do you guess that his lover was killed or is there something that makes you think so?
in that case what? If he had a lover, age, hair color, size and other noticeable features could help.
-Any idea of why there are no women?
To the B option:
-The girl the Main Character is in love with, what age, hair color, and other noticeable features is there to her?
-You say that the love is disapproved of, who are the one/s disapproving? Why are he/she/they disapproving of their love.
-You say the the Main Charater is in love with a girl, and then you say that the "their" love isn't approved of, so that mean that the girl loves the main character back, correct?
-You say that because the love is disapproved of the Main Charater gets genetically modified and gets some kind of powers from the modification, and you say its a medical scientists who does it and that it's against his will (whether he was unconscious or not).
¤In what way is it because he the love is disapproved that he gets modified, to get rid of him? to use him? to torment him?
¤The powers he gets, what kind of powers? Super strength? X-ray vision? Psycic powers? Transformation powers?
¤You say he get "Genetically Modified" by "Medical Scientists" and becomes "Robotic", does he become part man part machine? is he fused with nano machines? is he robotic cause he moves in arobot like way or becaus he gets metal/machine parts (an arm, leg or an eye?).
You say that there is a scene with a boy starving and that you think theres a scene with the same and a girl holding on to each other while going down a wide hole in the ground of some sort.
-Is the boy in the "starving" scene and the "going in to a hole" scene the same? (im verefying)

Yes he is male. He seemed fairly young, probably no younger than 15, and no older than 19. He has a lean stature, maybe fairly on the taller side, and I want to believe he has dark hair. Brunette or black or dark blonde? Sorry I cannot distinguishing his features very clearly, except for the fact that he did have slight girly looking face like most anime guys.

I believe the setting stays on their planet. But for the reason of the different plane and contents in the trailer, it gave me reason to believe they are no longer on earth since humans are starving, while the higher ups are living well and the overall dessert like climate.

I think the character was a type of fighter. Not someone who is the highest in the society, but by no means the bottom next to the starving, I don’t believe he was a very good person before he met the girl. However for some reason when he meets the girl, he becomes nicer. Memory loss may be a factor? Anyway, they start the genetic alteration after he is caught after the two of them had been running away. He goes unconscious after he experienced trauma from the fall into the tunnel like hole. When he wakes up, he believes the girl is dead and vows revenge to take on the hierarchy somehow. Once he is turned, he somehow escapes. However the trailer was hinting that she may not exactly be dead.

She seems the same age as the male. Couldn’t tell her eye color, and I seem to remember that she has a wild hair color. I seem to strongly think blue for some reason. She had a medium size bust, on the thin side.

Cannot really remember, except for the fact that he was in a lab. I think he is robotic in a form of a liquid like form that makes him act up so they can control him? I seem to remember something like that.

If you mean the main character, and female, yes, and somewhere along the lines of high school/young ault. If you mean the starving boy, he seemed younger then 10.

Sadly it isen't Freedom OVA. The art in the trailer had a more shoujo look going for it, like with the girl.

Sounds like an interesting anime. I've watched nearly every anime from that period n those I jumped over I knew what they were about. None of them fit in perfectly so I will try to come with some titles based on the revenge theme:
Avenger (about revenge on different people but it's a girl who's doing it after being modified)
Gungrave (Dude come back as zombie with a hug gun to shoot the ones who killed him and the "family"...)
Aquarion (Dude is a reincarnation of an angel who lost his wings n his lover died. Everyone in the anime is an reincarnation of their past self except the evil angels)
Fantastic Children (Kids that come from another place and keeps reincarnating until they fix the problem with the traitor. Our main char is also one of those and he meets this girl who he falls for who is also one of the past kids....stuff happens. )
Cowboy Bebop (not as much revenge untill the last eps)
Trigun (Dude is hunting his brother cuz of a girl...takes place on another planet)
Trinity Blood (Vampire is hunting his brother cuz of a girl....takes place on another...oh wait on a spaceship on it's way to another planet)
Darker Than Black (Not really revenge..well maybe. The guy is going around killing all ability users while having abilities himself too. He got them from his dead sister. He got a green haired girlfriend)
Orphan (Dude is hunting an evil dragon cuz it killed his lover. He's a magician, another girl joins and falls for him. This is an old anime though.)
RahXephon (Main guy is like eva piloting huge mechas...)
King of Bandits Jing (A thief but well he saves girls)
DNAngel (thief who has to save the girl he likes, got an angel with black wings in his who were in love with the girls grandmother, a love that couldnt be)
E's otherwise (Dude is on the wrong team untill he finds out and then gets hunted while trying to save his sister who on the wrong team and the girl he falls for)
Wolf's Rain (Group of bishies hunting to find their flower...becomes wolves and humans)
Chrno Crusade (devil and nun fighting together against devils)
Psychic Academy (would surprise me if it was this...)
Tactics (lololololololol)
Gankutsuou (The tale of Count of Monte Cristo told in another way, very pretty art)
Jinki Extend (mechas but no psychic powers)

These are the titles from 2002-2005 included according to the specifics- hopefully it's here if not...
I want you to check the art of Gundam Seed, Tenchi, Noir and Galaxy Railways and tell us if the art from your anime looks like one of those. It would help a lot selecting/deselecting future examples.
Lastly I want you to tell us that since the guy was revenging his "dead" lover which means that he's starting all alone in his revenge. I'm sure other people joins him and follows him. Can you tell us any of those chars. Was it a shounen or shoujo title?
Oh and is it a movie, ova or a TV serie? Was there one guy and lots of girls around him? Guy groups together trying to "save" while having the revenge for the girl? only one guy blowing up the rest of the evil guys?

ok was the trailer u watched Official one or it was a fan made one (lol one more question to add ^^) so did u try Noein (boy/ girl/ battle stuff 
) ohhh and when i read about desert and a robotic guy and girl the first thing that went throug my mind was Trigun (but there are a lot of stuff that dont add up )... Hope smb here knows what u are looking for because im starting to get interested in it
