Good manga for kids

My little sister is a huge otaku. She learned to read from manga and has been an addict from the tender age of three. Now, I think all this is great, but there are a whole lot of manga that I really wouldn't like her reading. It seems that the amount of manga out there that's appropriate for someone her age just gets swallowed up by everything else. So, soon after snatching away my copy of Loveless from her before she could crack the cover, I am looking for good manga that she can read and enjoy.
I don't think she should read manga with any of the following:
- Sex, sexual humor or references, nudity, or blatant fanservice
- Incest themes
- Blood or gore
- Pedophilic themes
- Cursing
- Disturbing themes
She likes:
- Magical girl
- Comedy
- Cuteness
- Slice-of-life
- Pretty art
She doesn't like:
- Romance
- Shounen-type action
- Drama
- Yamato nadeshiko or any weak girl characters
- Bishounen
- Unfunny jokes
- Navelgazing
- Overwhelming girliness
- Creepy male authors
It doesn't have to be exclusively kodomo; in fact, her current favorites are all seinen and she doesn't like most shoujo.

Adarushan no Hanayome [m] is an okay one. there is a political marriage between two of the main characters but it isn't a romantic one.
Amanchu! - Pretty much everything by AMANO Kozue is something she will enjoy, I guess.

Hm, she might like Usagi Drop or My Girl--josei and seinen, but pretty G-rated. The main characters are little girls, which she may or may not like, but I guarantee they aren't lolicon/romance.
Standard Blue might be good.
Oh, and try Motomi Kyousuke's works. He's pretty good.
Otherwise, I'm gonna have a hard time finding stuff that gets past all your filters. Sorry, hope those help.
And congratulations on being a good older sibling. I'm uncomfortably aware that I don't do as good a job as perhaps I should. -_-; In my defense I don't know if I could, but I'm glad you're doing what you can while you can.
What constitutes "creepy male authors," though? 0.o

It's one of the cutest mangas out there!
It's comedy, seinen, and slice-of-life. It's the follows the every day life of a kitten.
So cute. ^^
Cardcaptor Sakura
Is another manga that could fit what you want for her. It has a magic girl, comedy, cuteness, and slice-of-life. It does have some shojo and romance but it's about a 4th grader so...she should like it, hopefully.
Itazura Majoko no Daibouken
is about a young girl who meets a sorceress and they embark on a series of adventures. It has comedy, fantasy, school Life and also shoujo but again, it's another series intended for a younger audience so it should mostly be fluff.

K-ON! (not licensed, might be difficult for kids to read. I'd say keep young kids away from staying in front of computers long.)
Town of Evening Calm, Country of Cherry Blossoms is good too but without knowing her age, I am not sure whether she could enjoy those.
Doesn't Loveless have bishounen? O_O

i suggest reborn!
but i think its perfect for kids because the main charecter seems like just and innocent kid. also there are many baby charecters in the story its really cute and funny. she might like that.
the only thing i can say that it does have is very little rare curses
and one of the charecters smokes. no blood or very little. no sexual content. 😀
why because i am the president of the student council of course

sentarou... i know the genre say josei but it's actually a cute and slice of life story of the life of a pet rabbit, a pet cat, a pet dog, and a pet hamster, with their owners...
for comedy and Slice-of-life i suggest sketchbook...
for magical girl and pretty art.....i simply don't have any preferance that is good for her. i'm sorry
there's also aqua - aria (you gotta have them both) and also amano's newest amanchu!

Just a little warning(?) on Usagi Drop.
After reading the latest chapter (not-yet-scanlated), I'm speculating that
Rin has fallen for Daikichi. This is merely my speculation. Not sure if such relationship is considered a taboo in your culture, but if it does take that turn, you might find it disturbing for your little sister.
I second Doraemon, but it does have nudity. 😛 Very little though. (Shizuka-chan likes to soak in the furo.)
Try Pansy. 🙂 I enjoyed reading it as a kid.

Hum... I don't think Usagi Drop will be enjoeyed by a kid. The focus is the adult main character and how his life changes when he adopts a six years old girl. It's funny see him strygling to learn raise the girl but has a lot of drama too. And, in a suble way, treat of worries of a single man-parent, including sex life. It kind of strikes me as a adult manga by the real feelings I get when reading it.
