I believe they're referring to the non-Japanese market for manga, which was considerably smaller in the 80s-90s, especially in English speaking countries.

Actually, I just remembered a few examples of scanlators who draw their own comics, though not necessarily in manga style. Most of them only did a few releases before quitting scanlation...

That's a pretty specific request. According to MU's database, the only series that fits would be Phoenix - specifically, the "early works" volume.
