Description
The shoot of an exotic tree appears in a Tokyo street. The popular affection turns into astonishment, then horror as the Jacaranda grows to colossal proportions, burning the capital to ashes in the course of a dantean night. Though, as the sun rises survivors discover that it hasn't been a night of annihilation, but of rebirth.

your typical disaster manga

It's a story about what would happen it a giant jacaranda (which for the author is a gas spewing plant) grew out of nowhere.
The art is quite unique, closer to Japanese caricatures than to the current manga style. All in all the story would've benefited if there were some recurring characters like the reporters.With so much death it's hard to follow anything if the artist centers so much on the death itself when characters reappear the scene feels disconnected.
Reminds me of "The Towering Inferno" movie.

No character development, just watching a lot of really poorly drawn faces screaming in agony. Does Tokyo even have enough natural gas to cause this many explosions?

...is the ultra-realistic portrayal of human reaction to disasters, whether natural or man-made. Other than that it has no redeeming qualities whatsoever.
I understand the message the mangaka was attempting to convey, but that in no way justifies 250+ pages of death, destruction and misery, with little to no narrative thread and an absolute dearth of storyline, coherent or otherwise.
If this were a oneshot, and had done the same thing in 30 pages instead of 300, I'd probably have given it an above-average rating. As it is, provided you have no vendetta against humankind/Japanese people/Japan/Tokyo, and therefore have no desire to see them/it being brutally annihilated, I suggest you give Jacaranda a pass.

this manga, unlike other apocalyptic story have no human interest or protagonist, just about a big tree raining destruction upon tokyo. so you will get a dizzying amount of people in their death throes, burned, trampled, electrocuted, etc. however, even if you are the type that like to see just destruction without those pesky 'characters', this will still be lacking to you due to the very poor quality and messy manga. it is too sketchy like children's drawing, and though it thus find very visceral in the way everything is very raw with bold and big lines, the cluttered art make one want to vomit especially when you speeding through the pages as there are not much dialogue. it is still a bit exciting due to the aforementioned few dialogues thus you will not get bored. the ending is also pretty good and quite profound, and quite worth it slogging through until the end.
