For its length, Kokuhaku really delivers

Unlike in many stories, the heroine's quest for revenge is actually something you can empathise with at least a little, and her method (ie: manipulating events so that her enemies would slowly self-destruct) was a lot more interesting than the more typical "I'll kill your loved ones so that you feel my pain," route. (Imo, a woman with such acute powers of manipulation and understanding of the teen psyche is wasted on being a mere middle-school teacher )
The plot does explore a sensitive topic: "Should juvenile crimes not be punished with the same severity as adult crimes? Why is it that a minor can get away with clearly premeditated murder/rape/assault, which (s)he'll undoubtedly continue to commit even in adulthood?" The protagonist answers this question for you, and while some may not agree with her conclusion, if you're the type of person who believes that someone - be it a child, teenager or adult - who takes pleasure/satisfaction in crime or goading others into crime can't be "rehabilitated," I very much recommend this manga. If you're of the opposite opinion, though, it probably won't be to your taste.
But, a word of caution: like in almost every revenge fantasy, most of the things that happen in Kokuhaku are only feasible from a theoretical standpoint: largely because the underhanded methods the protagonist uses require the kind of skills and immunity from the law that are only possessed by government-sponsored-and-trained assassins IRL, if at all.
