Characters dying alone does not mean it's mature so based on that fact alone no. Mature usually has something too graphic for people under 18. But I haven't read this manga so maybe someone else can answer more definitely

Oh I didn't read the manga so I wouldn't know... but to get a mature label, it'd need more than some fan service and a couple of guys dieing without a huge pool of blood and gruesome details.

There are tons of manga that revolves around ecchi and are NOT mature. For example Ichigo 100% -that by the way, is far, but very far away to be even slighty mature-

People must learn that you cannot classify manga by a non-japanese standand (like a western one, which seems to be this case). If you think that if a manga has a character dying in it automatically needs a "mature" label you still need to read much more manga.

And Stealth, the term "fan-service" is not synonim of ecchi. This term has a more broad meaning:

While it's true that ecchi is the most common form of fan-service you must not forget that and any other scenes that have no relevance in the story but to cause pleasure to the reader are also forms of fan-service (Like the large mecha transformation sequencies, the fortituous and funny mascots (Like Clamp's Mokona) or the detailed information about some determinated product [Like Bartender]).

It's funny that you bring up Ichigo 100% since if I'm not mistaken the English release of it has a mature content warning on the front.

That is something that has always amazed me about VIZ. They put a "mature label" in "panty shot" mangas like Ichigo 100% and I''s but they don't do so in mangas that feature graphic violence like Crying Freeman.
And that's nothing new: As far as I remember, Pokemon an Xenon have had re-drawn or censored panels since VIZ considered them "too sexy" and "risqué" to be put in the American market (Also I''s, even though It had the "mature label" in the cover so is very likely that they do the same with Ichigo).
Seriosly, why is completely okay in the american market to despict graphic scenes of violence in mainstream shows (like people's heads and arms getting chopped off) but is completely unnaceptable and controversial to show a panty shot
(Thank God that in this site we don't classify manga under US standards, because otherwise the majority of them would have a "mature" label in their description.)

I don't get it either, graphic violence is "acceptable" but for goodness sake don't show a bare boobie or a panty shot.
