umm.. i don't think it's categorized by how many chapters, a tanko is usually about 200 pages, as for chapters it's random, as long as it gets to about 200 pages.
well..i'm not so sure

I think the poster is asking specifically about the "To-LOVE-Ru - Trouble" manga, than just in general. eyes

Vast majority of the time, Shounen Jump mangas have 9 chapters in one volume.

i read i volume with 20 chapters!!! but i can't remember which manga it was...

Well they do have manga series that are reprinted into longer volumes, so there are more chapters per a volume. Jojo's Bizarre Adventure probably got printed this way, and I know some people have noted this version for some manga in the database (although I can't remember which titles). I guess it saves a bit of space (in Japan where space is at a premium) when it's printed in a larger book?
