This sounds like what has happened in a few manga I read that were mysteriously labeled as shounen ai or shoujo ai. The characters were really really good friends, and definitely seemed closer than a lot of people who were dating, but it was still just a friendship. And they had the tag and I didn't mind them having a tag.
But it's been a while since I read them so I'm not giving specific examples.
