For example Malay licensed "Detektif Conan" is sold at RM4.90 = $1.53 while its English counterpart "Case Closed" is sold at $9.95 = RM31.77. Is there a reason for this?

well...you need to buy the license, pay the translators, and in addition to that they price it higher to gain more profit.
also, if they sold it for a dollar in the us they would all go bankrupt.

This is a stupid answer, but, because they can. Proof of this can be seen as they sneakily raise their prices. They used to be like $15 or $16 dollars, so I am happy with the prices the way they are now.

There is this thing called exchange rates, heard about it?
As said above, if the US sold their manga for a dollar, they'd go bankrupt.
Besides, how do you think manga from the US came; they certainly don't magically appear into your nearest bookstores.
Shipping rates, custom taxes (yes, Malaysia has sky-rocket custom taxes) and the profit of the bookstore which sells the manga is inclusive in that 31.77.
Don't forget about Dark Horse issues that are 40+. *glares at Bride of the Water God*
English translations are a rip-off.
Support the mangaka directly by buying from the Japanese publishers; learning a new language is never a disadvantage.

actually, i doubt this for the licensing. remember Malaysian Idol? despite the popularity then, it got cancelled as the producers did not in fact have licensing rights to create an Idol series there. while copyright laws are strong there for DVDs/CDs/VCDs, i doubt it's the same for other medias.
if anything, based on the poor translation of some of the manga there (i.e; Kyo Samurai Deeper, from KREKO. Kyoushirou in turn became KyoShiLang), i'd say they either got their license from the chinese publishers in china/HK, or they simply took it without knowledge of licensing rights, as some of these publishers wouldn't even notice.

I think I didn't make my question clear. What I mean is why we can publish a Malay version cheap and the English version not.

This should be pretty obvious, but the prices of pretty much anything is necessarily going to be very different between two countries of different economic levels. The price of a product does not exist in a vacuum, it's related to the price of everything else in that country. The higher the prices the higher the wages (and vice versa). In short, the "richer" the country the higher the price of everything is.
