Manga may be older but this particular art style is still young.

He himself said that he was influenced by Disney works and he is ThE SOLE INVENTOR of te large eyes style we see today.

True True, Osamu Tezuka drawings are surely influenced heavily by some older western comics(at first they were identical), but note that the big eyes wasn't one of their caracteristics. In truth, you would have to ask Tezuka himself to know if he did what he did because of the expression or because he wanted bigger eyes. Saying Tezuka didn't make the big eyes is the same as saying he did nothing but western comics.
Um, you can say that the large eyes style was not due to an influence from Western media, but I find that extremely hard to believe. An influence on art doesn't just fade like that, he has to have inspiration from somewhere. Maybe suddenly Tezuka-sensei woke up one day and said "waaa, ooki no hitomi! Subarashi!", but it's far easier to believe that he took the larger eyes concept from
Western media and just exaggerated it.
Huum, now I see that the problem between us is just a difference in the concept of creation.
I say someone created something when he was the first to do that way, it's obvious he took inspiration in something, the eye style from disney: dots and something that resembles an eye ,even tough is not white, in the corners? Probably.
You take the concept of creation more literally, something that just happened. In this sense I have to agree, it's almost impossible that he created the style since I have never seen anyone creating(in the literal sense) anything.
Edit: But when I look at it I still find normal western eyes more alike manga eyes than the old western comics ones
