err.. the two characters like each other, but it's not obvious on the guy's part, and the guy wants to make the girl jealous and he succeeds

but that description makes it seem so alot worse & typical than it is.. it'd be better if you read the one shot =o

So you're hoping for a shoujo that has a couple with mutual feelings for one another and also contains a jealousy ploy of some sort, more or less?

This is hard (since you're filtering out smut, etc)...

I'm not sure, but would Sweet Black count? Though, it's not intentional on his part...
And uhhh... it's not shoujo, but Nonchan to Watashi?? - good read anyways.
