It depends on where you live.
In the US, as far as I know there are no laws about naming children. There have been cases where someone (in the birth certificate office maybe?) has objected to a proposed name because it's something that's very likely to be a burden to the child (swear word, insult, etc.), and the name hasn't been allowed.
Other than that, in the US you actually ARE allowed to just randomly name your child pretty much whatever you want.
