I think the tailed beasts aren't in a new host, they are in that statue. And the jinchuuriki's are special, they have special traits, they must resist the demonic chakra. They are strong without the tailed beasts.

maybe it's simply a kind of f-u to the Shinobi alliance to use their own weapons agains them. They are trophies because he could have used much stronger shinobi for the job, like his own group that defeated the jinchuuriki or former kages.

We don't know yet if they have some bijuu chakra. I mean, the hard stuff is to summon death people, putting some bijuu chakra in them may be a simple task for Madara, rinnegan and mangekyou.
Anyway, Madara using the jinchuriki may freak out Naruto, a bad thing if you are the kyuubi jinchuriki.

Well, Madara infilitrated the Akatsuki, so most likely he stole the mechanism that sucked in those bijuu and is planning to use them. Plus, they also mentioned in the manga that Naruto has an incredibly high amount of chakra along with the fact that his mother, who had the kyuubi before him, was an incredibly strong shinobi since she was able to handle it, but most likely did not use it like Naruto does (maybe because of the amount her chakra.) So, there's a high possibility that the former jinchuurikis that were revived have identical amounts of chakra to them along with a possible resistance to bijuu chakra.

Look at Gaara. He doesn't have a bijuu anymore but he's strong enough to be a kage.
All of the jinchuurikis had to be strong enough to hold the bijuu inside them, that's why I think Madara chose them...
