Ending on a cliffhanger because a certain element of the plot is way too long to contain in one chapter - fine with me.
Ending on a cliffhanger, then making the next chapter resolve it in like 2 pages - absolute dick move.

I do like them (even though they drive me insane waiting for the next installment) but it depends how often they're used and how they're resolved. I hate it when there's a huge cliffie and you think something HUGE is about to happen - the big reveal of a character's secret identity or something - and then the author/writers chicken out. In that case the cliffhanger just seems like a ploy to get you to keep reading/watching even though you're disappointed by the story.

I generally hate them. If I know a series has a lot of them, I wait for it to have developed at least one full arc before I start reading it and I read only one full arc at a time to avoid insanity. This doesn't usually work past the first arc or two though.
However, once in a blue moon, when I have nothing else to read, I actively look for a series that has a ton of nasty cliffhangers and read a chapter. I usually regret this since this tends to lead to marathon readings until I finally caught up to the latest cliffhanger. At that point I usually invoke a skyward scream that soulds remarkably like the Rabbids from Rayman.

If the entire series ends on a cliffhanger, and there is no sequel, then I would cuss.
But otherwise, I don't mind them as much.

If the series end with a cliffhangers or if they are the same damn cliffhangers then you saw in hundreds of manga then they are really annoying.
Other then that it's necessary to have cliffhangers.
