My guess is that if he did it correctly then the other guy would have been dead with the first hit. So it might have been partial technique so his state of mind was not as severely affected.

That was Goo Moon Ryong's master's hope for him, but he couldn't do it. Since Shioon is such a nice "let's not kill people" kind of guy, plus the hero of the story, I always figured he would do it without losing his mind. I thought it would be the climax of the story, though. This part feels more like a subplot.

I'd say its more of he just can't use it properly. I hated the whole bit about how he got kidnapped and the crazy eyes bald doctor, but its still one of the best mangas out there.
