What I am looking for is a action manga (preferably also romantic sub/plot) where the mc is already strong from the beginning but pretends to be weak or doesnt stand out in a way. It doesnt matter if his/her real power/personality are discovered early in the manga.

(P.S. not some kind of hidden power that the mc discovers throughout the story like naruto...)

@strixflash well dont really need romance that much; I know Noblesse but never really read it but if mc really godly I think I am gonna start it. thanks
@tgirl oh totally forgot Tiji-kun. I really liked that one but it was too rushed. The other two I dont know but I might give them a try as well thanks for suggesting.

Ouroboros is good too (in a police setting)

Superior (fantasy) and Dendrobates (police) fill your conditions too, but I like them much less (Superior's ending was crap, and Dendrobates is, all in all, not so convincing: there's not enough of an overall plot, but rather short episodes).

I think in the beginning of the Breaker (school life, fantasy, martial arts) the strong guy hides his strength, but it doesn't last.

Pretty sure Dogs and Dogs: Bullets & Carnage have loads of such characters.

Maybe the Voynich Hotel ? almost every character has a hidden identity. I don't know if it qualifies as action, but there are gunfights and murder, so I guess it does.

Maybe Blood Lad, but he's not exactly pretending but just never really using his powers except for a few exceptions.
I second Pumpkin Scissors, cause the MC never tells anyone about his past and only a few know of his ridiculous power

stopping a tank with a pistol, with no special powers, only his endurance, strong body and a special pistol for shooting through the part of the tank, where the drivers watch out to see

I also second Noblesse, only his underlings and a few others know of him. And yeah he's crazy strong so he doesn't fight that often and long, maybe a little setback. Don't know how you're thinking about that.

gun x clover - MC is super badass Master rank captain army thing, but he looks like a 13 year old and goes to school to be a bodyguard for a student. Anyway he gets treated like shit from people that would cry if they knew who he really was.

ah some more i forgot to say:

Dendrobates: Kinda like batman, except he isn't rich like bruce wayne, and doesn't afraid to kill

King of Hell: well he doesn't hide it, but he looks like a kid so people think he weak anyway

Initial D: he doesn't hide it, no one asks him about it is all, plus he know nothing about cars apart from how to drive insanely good.

Kingdom of Zombie: he doesn't even know he is powerful, but somehow manages to kill shitloads of zombie

Madan no Ou to Vanadis: he is a young lord and the king/prince sent him to war and think he is weak. He is awesome bowman

Triage X: Kinda like dendrobates, except this time he is in a team and goes to school instead.

The Ruler of the land: If you like King of hell, you will like this. MC is a genius and can copy martial arts moves any time, but he doesn't like fighting and only looks perving on women so people think he is stupid and weak.

Vinland Saga: well his dad is a hero viking but faked his death to have a family, anyway by the current chapter the mc has the theme of "looks weak but is actually strong". good manga too bad it takes long to update 🙁

Akumetsu <== Been a while since I've read this, but it's pretty damn good. The Male Lead always has a laid-back smiley personality so it's easy to underestimate him.
