Freesia this manga i have read the summary and is curious of this.
If the law state that if someone kill your love one you have the the right to kill or hire against the victimizer blah blah blah.
If so isn't someone related to the killer could do the same and so there for creating a endless "cycle" with this life in Japan will rapidly decrease creating a ghost country ....spooky

If it´s regulated by law there will be some mechanism to avoid that worst case scenario.

sorta like Hammurabi's code, where you inflict the same punishment back to the person who inflicted the crime on you (aka an eye for an eye).
