I remember coming across it randomly back in highschool and it just being really bizarre. The most I remember it that it was a magic "girl" series, but the main character was a guy who turned into a girl via flashy shoujo transformation. He had blue hair I'm pretty sure, and that's about as much as I can remember. I'm in the mood for something weird and trippy to watch and that came to mind.
