Ok so I'm looking for this particular manga... What I remember is as below:

A guy that looks like a girl that has the habit of flashing other guys if they mistook him for a girl.

He'll just smile, signal for them to come over, and then he'll pull on his pants to show them whatever is inside.

I also remember that he is always smiling.

If I didn't remember wrongly, he seems to be a supporting character.
