In GTO, there was a bit about these group of girls always bullying this kid. And later in the story, one of the girls sees his good points and falls for him. Anyway, I was looking for more romance like that. With hate/bullying in the beginning and then slowly liking the guy. I thought it was cute. But nothing cheesy and over the top shojo-y. Would be nice if the story wasn't always focused on the relationship too. I hate romance stories where it's like, all the other person does is revolve around their crush or whoever, like they don't have a life outside of that person.

Onani Master Kurosawa comes to mind

There's a story like that in Minamoto-kun Monogatari It's rather recent though and not entirely resolved yet.

Masamune-kun no Revenge plays a bit on this scenario although it wasn't really bullying but humiliation.

Koe no Katachi has that but it's the female MC who was bullied, and it might have too much romance for you

Maybe also check Kangoku Gakuen if you don't mind fanservice. While there's no real romance (yet) between the main bullies and the male MCs there's something approaching that since most females despised them at the start.
