It's shoujo or josei...
A woman is admiring the good taste of the food in a restaurant she goes to. There's a waiter there that treats her very rudely. She sees that he's considerate to everyone else but her so she gets upset and starts to cry(?). The waiter then confesses his love.
It was a very short manga and I'm almost sure that it was a oneshot.
I don't know if I accidentally took it out of my lists or it doesn't have many tags but I can't seem to find it.
