I read it long ago and my memories about it are vague. I'll try to list what I remember.

1) The protagonist is a male school/college student.
2) He has some sort of power (which is not shown. He always uses his power offscreen). But he seems to be able to repair things (like bikes) very quickly. People comment that it is very powerful.
3) All his friends, teachers and in fact the entire city in which he stays is actually built and managed by the government simply to contain him. He gets to know this later on.
4) I remember enhanced humans, cyborgs and giant robots being shown in these series.
