Either the Author himself or the translators made the mistake. But when Kiba was talking about the seventh stepping down, I believe he was supposed to mean the sixth.
Edit: It also annoys me how they suddenly showed a massive leap in technology in the last chapter. I mean, seriously? In the manga, even the using of some prehistoric TV was only done when the 5 Country Lords were having a meeting. Other than that, it was like they were in the stone age.

Unfortunately, the raw isn't floating around in full yet (and the spoilers don't include that particular page), but two separate translators made that translation, and a number is really hard to translate wrong. I imagine it was Kishimoto's mistake.

That's the point. The chapter said the seventh stepped down, but should have been the sixth.

Not a mistake.
Kiba was really referring to Naruto (the 7th Hokage) stepping down. He was trying to impress the lady sitting beside him, using Akamaru (his now OLD dog) as a comedy failed way to get some kind of confirmation it was false.
In short, it's just Kiba's way of saying he's jealous of Naruto.

Well... i don't think they really explained it well here we need to wait for last VOL, we will see then if there was a typo or mistake. I don't feel like kiba was talking about Naruto because Kakashi said he "just" stepped down meaning Naruto's being Hokage is something new, look what he tells his son, those are words when a situation is kinda new not something with years going on.
BUT its kishi we are talking about so he may be trying to make kiba talk about Naruto Who knows?
